"ESG Transformation of Kazakhstan: A Collective Commitment to Sustainable Development"

PREAMBLE

We, the participants of the Astana ESG Forum 2025, held on October 30, 2025, at the Astana International Financial Centre, represented by officials from ministries and agencies, the business community, financial institutions, academia, international organizations, and civil society,
TAKING INTO CONSIDERATION the strategic guidelines of the State of the Nation Address by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, "Kazakhstan in the Era of Artificial Intelligence: Current Challenges and Solutions through Digital Transformation," dated September 8, 2025,
BEARING IN MIND the long-term goals of the Strategy for Achieving Carbon Neutrality of the Republic of Kazakhstan by 2060 and the Concept for the Transition to a Green Economy by 2050,
NOTING the country's significant progress in implementing the principles of sustainable development and its achievements regarding the UN Sustainable Development Goals,
RECOGNIZING the importance of the consistent integration of ESG principles to ensure the country's competitiveness and investment attractiveness,
EMPHASIZING the need for a balanced approach to a just energy transition, taking into account the socio-economic characteristics of the regions, and
ACKNOWLEDGING the critical importance of cross-sectoral and interdisciplinary dialogue as a foundation for developing comprehensive solutions and adhering to international ESG standards,

have developed the following recommendations:
I. RECOMMENDATIONS FOR THE GOVERNMENT
  • Promote policies for the implementation of ESG standards, taking into account international best practices and national specifics.
  • Create favorable conditions for attracting green investments.
  • Support regional adaptation programs for a just energy transition, with special attention to the needs of single-industry towns (monotowns) and local communities.
  • Expand educational initiatives in the field of sustainable development at all levels.
II. RECOMMENDATIONS FOR THE BUSINESS COMMUNITY
  • Integrate ESG principles into corporate development strategies.
  • Develop partnerships for the implementation of ESG projects.
  • Ensure transparency through the implementation of ESG reporting.
  • Expand access for SMEs to green financing tools.
III. RECOMMENDATIONS FOR ACADEMIA
  • Integrate ESG principles into educational curricula.
  • Train specialists in the field of ESG management.
  • Develop platforms for exchanging knowledge and competencies.
IV. RECOMMENDATIONS FOR CIVIL SOCIETY
  • Expand public ESG initiatives.
  • Raise public awareness about the principles of sustainable development.
  • Develop mechanisms for public participation and volunteering in ESG projects.
  • Promote a culture of responsible consumption, environmental stewardship, and inclusion.

CONCLUSION

The Forum participants express a shared commitment to the principles of sustainable development and a readiness for constructive dialogue and cooperation in the field of ESG transformation. The joint efforts of the state, business, academia, and society create a foundation for achieving long-term sustainable development goals, building a prosperous nation, and ensuring the well-being of future generations.
Acknowledging the progress made, the Forum emphasizes the importance of maintaining positive momentum and strengthening partnerships among all stakeholders.
The Forum participants have agreed to hold the next Astana ESG Forum in 2026 in the capital of the Republic of Kazakhstan to assess the progress in implementing these recommendations.
